No Sales Yet? Your New Business Could Still Get a VAT Refund in Korea

 

1.Why So Many New Business Owners Register Early

Most people assume business registration should wait until the doors are actually open and money starts coming in. In practice, plenty of founders in Korea do the opposite — they register their business license before generating a single $ of revenue. Why? Because setting up shop takes time: signing a lease, buying equipment, renovating a space, or hiring a designer for your branding all happen before you ever make a sale. 

*To obtain a business license in Korea, an office lease agreement is required.Therefore, if you think it may take some time to find a suitable office for your business or if you need additional time to complete other procedures (such as obtaining a visa), you can simply rent a small short-term office first and obtain your business license first. This will allow you to proceed with other preparations for your business. Once you have secured your permanent office, you can update the business license with the new business address.

This registration isn't just paperwork — it's what lets the tax office see your early purchases. Once you're registered, things like office supplies, equipment, and contractor bills all count as business expenses with tax attached. That tracking is exactly what makes your refund possible later.

 

2.The VAT Refund Hiding in Your Pre-Revenue Purchases

Here's the part that surprises a lot of new business owners: you don't need sales to get money back from the tax office.

Korea's VAT system works on a simple subtraction: output VAT (tax you collected from customers) minus input VAT (tax you paid on business purchases) equals what you owe — or don't. If your business hasn't generated any revenue yet, your output VAT is zero. But if you've been spending on rent, equipment, or services during that setup period, you've been paying input VAT the whole time.

Zero minus a real number is negative — and in the VAT world, a negative balance isn't a loss. It's a refund. When your filing period closes, that unused input VAT can come back to you in cash, even though you sold nothing.

 

3.How to Actually Claim It When Filing Season Comes

To actually receive the refund, a few things need to line up:

  • Keep proper tax invoices (세금계산서) for every purchase — the refund is only as good as your documentation.

*A tax invoice is not the same as a regular invoice. In Korea, a tax invoice must follow a legally prescribed format. Even if you receive an invoice from a vendor, if it is not a valid tax invoice, you will need to request a proper tax invoice from the vendor for VAT purpose.

  • File your VAT return on time for the relevant period, even if you have zero sales to report. A "no revenue" period is not a "no filing" period.

*VAT filing months in Korea is Jan/Apr/Jul/Oct. even if you don't have sales if you have business license, you have obligation to file VAT return on time.

  • Consider early refund filing (조기환급) if you've made a large purchase, like equipment or a big renovation — this route can get your refund back faster than waiting for the standard cycle.

If you make a large purchase, you will likely have paid a significant amount of VAT. In such cases, you may apply for an early VAT refund, even if it is not the regular VAT filing period

Registering your business ahead of your first sale isn't just about being "ready" — it's a legitimate way to recover cash during the exact stretch when a new business needs it most.
